Alexander De Beir Chairman
Mr De Beir is the Managing Director of ADM, a corporate services firm specialized in projects and interim management. The firm has offices in Belgium and a joint ventures in Hong Kong.
Mr De Beir has a Law degree from the University of Brussels and a Masters of Law degree from the University of Hong Kong.
Piet Steel Honorary Chairman
Mr Steel is an independent consultant for Toyota Motor Europe and various other companies in and outside Belgium. Previously he was Vice- President for External Affairs at Toyota Motor Europe and Director Public Affairs for the Belgian chemical and pharmaceutical company SOLVAY (1997-2005). Prior to this, he was a senior Belgian diplomat, serving as Belgian Consul-General in Hong Kong (1993-97) and Ambassador of Belgium in Vietnam (1990-1993).
Hans De Backer Vice-Chair
Mr De Backer is the Brexit Coordinator at Flanders Investment & Trade and a Director at Citrique Belge (Tienen) and Anubex (Kontich). He has extensive managerial experience in industries, ranging from finance and strategy to renewable energy, information technology and food ingredients. He acquired his advanced skillset during his many years spent abroad in international metropolises such as Hong Kong, Istanbul and Brussels.
Godelieve Van den Bergh Vice-Chair
Ms Van den Bergh was the Belgian Consul-General in Hong Kong (in 1997 – 2000). During her stay in Hong Kong she promoted the bilateral relations between Belgium and Hong Kong. After leaving Hong Kong in August 2002, she continued to follow closely the evolution of the Special Administrative Region.
Being a Board Member of the BHKS, Ms Van den Bergh is happy to be able to follow even more closely Hong Kong and its latest development.
Georges Legros Honorary Vice-Chair
After obtaining an MBA degree from the University of Chicago, Mr Legros started an international banking career with postings in Canada, Singapore, Thailand and Germany. He then spent 20 years in Hong Kong as General Manager and later Managing Director of Belgian Bank. While in Hong Kong, he was for many years Chairman of the Belgium-Luxembourg Chamber of Commerce and twice Chairman of the Hong Kong Bankers Club. He finally spent two years in Shanghai as Director of Taiping Life Insurance Co.
Mr Legros was awarded a Bronze Bauhinia Star by the Government of the Hong Kong Special Administrative Region.
After Mr Legros’ return to Belgium, he has been active in the Federation of Hong Kong Business Associations Worldwide of which he served as Vice-Chairman for two years and then as Chairman for four years.
Philippe Latour Treasurer
Philippe Latour was based in Hong Kong from 2013 to 2023. He was CFO Asia for the insurance group Ageas, after having exercised the role of Managing Director, Strategy and M&A in the region. He exercised the stewardship of the business activities and served at the board of directors of Ageas joint ventures in China, Malaysia, Thailand and India.
He relocated to Belgium and is currently Executive Advisor to Group CFO of Ageas. He advises on business development and partnership relations in Asia and China
He holds a Certificate in Corporate Governance of the INSEAD International Directors Program in Singapore and a Master in Business Engineering from Solvay Brussels School of Economics and Management.
Annie Loong Board Secretary
Miss Loong joined the Hong Kong Economic and Trade Office in Brussels as Assistant Representative in February 2022. Prior to that, Miss Loong has served in different posts in the Government of Hong Kong Special Administrative Region covering matters relevant to trade controls, commercial relations and investment promotion.
Francis Heymans Board Member
Independent Consultant
Francis Heymans is a former Managing Partner at the Petercam Group where he spearheaded the international business development of Petercam Institutional Asset Management. He served as board member in ManCos, UCITS and Asset Services companies across Belgium, The Netherlands, Luxemburg and Hong Kong.
In 2018, he was entrusted with the pivotal task to establish Syncicap Asset Management Ltd in Hong Kong, a joint venture between Bank Degroof Petercam and OFI Invest.
He holds certifications as independent director from esteemed institutions like Guberna and ILA.

Wallonia Export and Investment Agency (AWEX)
AWEX is the public service in Wallonia in charge both of attracting foreign investment to Wallonia-Belgium and to stimulate foreign trade by assisting the companies established in the region in their export endeavours.
It constitutes a one-stop shop for all foreign companies interested in locating to Wallonia or expanding their existing activities and is the complete partner for all Walloon companies wishing to develop overseas.
Paul Lippens Board Member
Count Lippens is the former Chairman of Finasucre. Prior to his activities in the sugar and food ingredients industry, he was active in the banking sector in different countries and places including Hong Kong.
Peter Robberecht Board Member
Mr Robberecht was the Consul General of Belgium in Hong Kong (2019 – 2022). He has then returned to Belgium and continues serving the Belgian Federal Government. He joined the BHKS in 2023 as one of the Board Members.
Paul Roeseler Board Member
Mr Roeseler is the Director of Traxys Group, a leading physical commodity trader and merchant in the metals and natural resources sectors.
Mr Roeseler has lived in Asia for 15 years, including five years in Hong Kong. He spent the other ten years in Singapore and Beijing.

Flanders Investment and Trade (FIT)
FIT supports Flanders-based companies in their international activities and attracts foreign companies to Flanders. It helps companies in Flanders to export and internationalize, brings potential customers into contact with Flanders-based producers and helps foreign investors get started in Flanders.
Representative from HKTDC Board Member
The Hong Kong Trade Development Council (HKTDC) is a statutory body established by the HKSAR Government in 1966 to promote, assist and develop Hong Kong's trade. With 50 offices globally, including 13 in Mainland China, the HKTDC promotes Hong Kong as a two-way global investment and business hub. The HKTDC organises international exhibitions, conferences and business missions to create business opportunities for different companies in the mainland and international markets. The HKTDC also provides up-to-date market insights and product information via research reports and digital news channels.
